CIP-1694

The Cardano Improvement Proposal that introduced on-chain governance, creating DReps and the Constitutional Committee.

CIP-1694 replaced governance by genesis keys with a three-body system: DReps representing ADA holders, stake pool operators voting on network-affecting actions, and a Constitutional Committee checking constitutionality. Its features were activated by the Chang hard fork.
