Short answer: yes. Delegating your voting power to a DRep has no effect whatsoever on your staking rewards, your stake pool, or your ability to spend your ADA. They are two independent systems that happen to share a wallet.
Two delegations, two purposes
Cardano asks you to make two separate decisions with the same ADA, and confusing them is the single most common misunderstanding about governance.
- Stake delegation picks a stake pool. It produces blocks, secures the network, and pays you rewards roughly every five days. This is what most people mean by "staking ADA".
- Voting-power delegation picks a DRep. It decides who votes on governance actions with your ADA behind them. It pays no rewards and costs nothing beyond a transaction fee.
What changes when you delegate voting power
From your side: almost nothing. Your balance is the same, your rewards keep arriving on the same schedule, and your stake pool is untouched. What changes is that your ADA now counts toward the outcome of governance votes instead of sitting on the sidelines.
Why the two are linked at all
Voting power is measured by the ADA held in your stake address — the same balance that determines your staking rewards. That shared measurement is the only connection. Choosing a DRep does not signal anything to your stake pool, and choosing a stake pool does not signal anything to your DRep.
Can I do both?
You are expected to. Most ADA holders delegate stake to a pool for rewards and voting power to a DRep for governance. They are set independently, changed independently, and neither constrains the other.
