Cardano Constitutional Committee Proposals

This governance action updates the four Constitutional Committee seats whose terms expire at the end of Epoch 653 by appointing the candidates elected through the 2026 Constitutional Committee election. The successful candidates will serve new terms ending at Epoch 799, in accordance with the current committeeMaxTermLength protocol parameter.

This governance action proposes to add an additional Constitutional Committee member through a community-initiated Update Committee action. The proposal is submitted independently by community participants, in accordance with Cardano’s permissionless governance framework, and explicitly references the previously submitted Update Committee action whose purpose was to add Cardano Curia to the Constitutional Committee By increasing the number of Constitutional Committee members above the `minCommitteeSize` parameter (currently set to 7), this action strengthens governance continuity and reduces the risk of ratification delays should a committee member resign or retire during the current mandate.

This governance action proposes to add a new Constitutional Committee member selected by participating DReps during the [Intersect hosted snap-election process](https://docs.intersectmbo.org/cardano-facilitation-services/cardano-governance/2025-cc-snap-election-overview) from 26th of November to 5th of December. Adding one more member brings the Constitutional Committee member count to meet the `committeeMinSize` parameter, enabling on-chain governance to resume in full.

This governance action proposes to replace the current Interim Constitutional Committee with the new committee selected by participating DReps during the Intersect-hosted election process from May 5th to July 6th, 2025.
