The on-chain pool of ADA funded by transaction fees and monetary expansion, spent only through governance.
A portion of every epoch’s rewards flows into the treasury rather than to stake pools. The only way ADA leaves it is a treasury withdrawal governance action that passes a vote and clears the Constitutional Committee.
