A formal on-chain proposal put to a vote by DReps, stake pool operators and the Constitutional Committee.
Governance actions are the unit of decision-making in Cardano governance. CIP-1694 defines seven types — motion of no confidence, constitutional committee update, new constitution, hard fork initiation, protocol parameter change, treasury withdrawal and info action — and each type carries its own approval thresholds and set of voting bodies.
