Delegation

Assigning either your stake to a pool or your voting power to a DRep — two separate, independent choices.

Cardano uses the word for two different things. Stake delegation picks a stake pool and earns you rewards. Voting-power delegation picks a DRep and decides who votes with your ADA. Neither moves your funds, and setting one does not affect the other.
