Enactment
The epoch in which a ratified governance action actually takes effect on-chain.
Ratification and enactment are separate steps. An action is ratified when the votes clear the thresholds, and enacted at the epoch boundary when its effects apply — funds move, parameters change, or the committee is replaced.
